Arbor Pointe Commercial Neighborhood
The Arbor Pointe Commercial Neighborhood is located at the intersection of Highways 52/55 and Concord Boulevard.  The Inver Grove Heights Economic Development Authority (EDA) has focused considerable time and effort on this neighborhood since the Rainbow and Walgreen stores closed in 2014.  To maintain and improve the Arbor Pointe commercial neighborhood, the EDA has conducted the following activities:

• Identified and discussed the City’s role in commercial development, including infrastructure, regulations, marketing, communication, financial assistance, and zoning

• Researched City sign regulations and MNDOT blue information signs to make sure that businesses are not restricted in their advertising

• Conducted conversations with property owners, business owners, developers, commercial brokers, financial institutions and residents to improve knowledge of the commercial neighborhood.  These conversations were facilitated by Progress Plus, a non-profit economic development foundation of the Chamber of Commerce.

• Studied access along Concord Boulevard, especially from northbound Concord to Buchanan Trail

• Developed commercial property maintenance regulations to assure the neighborhood is attractively maintained

• Performed a market retail analysis to better understand the neighborhood’s market.  Click here for the analysis

The City has approved the following developments in or near the Arbor Pointe commercial neighborhood in the last couple of years.  The developments will generate additional customers for the Arbor Pointe businesses.

• River Country Cooperative, with about 20 employees, moved their headquarters from South St. Paul

• Dakota County Community Development Agency constructed a 60 unit senior apartment building. 

• Flint Hills Resources completed their office building, which houses approximately 500 employees. 

The City and the EDA will continue to pursue activities and encourage development and construction that will maintain and improve the viability of commercial activities in the Arbor Pointe Commercial Neighborhood.
